The Department of Planning and Growth Management works through five divisions, including Codes, Permits, and Inspection Services and Planning, and takes applications through its online portal. It covers Waldorf and the rest of the unincorporated county. The Town of La Plata is the exception we have confirmed: inside its limits, the Town issues its own building permits.

- Charles County's Natural Resource Protection page (read 27 September 2026) defines the Critical Area as land within 1,000 feet of the tidal shoreline or of adjacent tidal wetlands, and says any development or new land use there needs County approval first; even removing one tree needs approval and replacement planting.
- Septic upgrade grants
- The Charles County Department of Health administers the Bay Restoration Fund, which gives grants to replace home septic systems with nitrogen-reducing ones. Failing systems inside the Critical Area get first priority, and the Department counts any system with a metal septic tank as failed.

A good Charles County homesite starts high and dry. The Health Department wants the septic area on higher, well-drained ground, clear of steep slopes, creek beds and swales, and at least 100 feet from shallow wells, so a wide shop bay has to be placed around it rather than on top of it. Low land along the Zekiah Swamp, Mattawoman Creek and the tidal rivers can carry FEMA floodplain, and waterfront parcels add the Critical Area's rules on clearing and lot coverage. Farms under a preservation agreement allow only what the agreement permits. Pole barn homes and metal building homes both fit this acreage, and both need the same residential permit.
