City of Annapolis Department of Planning and Zoning
Inside the city limits, the City's Department of Planning and Zoning issues building permits and runs the inspections. City code requires an owner who intends to construct a building to apply to the Director before work starts, and an authorized agent may apply on the owner's behalf. Exterior work in the Historic District also needs a certificate of approval. Land outside the city limits is permitted by Anne Arundel County.

The City draws its public water from its own wells in three aquifers. Where a private well is proposed on a lot in the county, the Anne Arundel County Department of Health inspects the site, checks well setbacks from structures, roads and sewer mains, and stamps the approved site plan.

- The City's building permit page states that all exterior projects in the Historic District, whether or not exempted from a building permit, still require a certificate of approval under Chapter 21.56 of the City Code. A metal-sided or barn-style exterior in the historic core should be discussed with the City before any design is fixed (read 27 Sep 2026).
- Flood maps inside the city
- FEMA has mapped special flood hazard areas within the City of Annapolis. The City joined the National Flood Insurance Program on 4 November 1981, and since then new construction has had to comply with Chapter 17.11 of the City Code; the mapped zones include AE and the wave-action VE zones along the shoreline (read 27 Sep 2026).

Where the Land Is Near Annapolis
Annapolis is a dense, built-out city of neighborhoods and waterfront, with very little open acreage left inside its limits. Buyers who want a few acres and a shop usually look south into Anne Arundel County, where South County still has rural and agricultural zoning, or further down the Bay into Calvert County. Across the Bay Bridge, Queen Anne's County is the other short commute. In all three, check the Critical Area map before you make an offer on anything near tidal water.
Building on Land Near Annapolis
A lot inside the city will almost always be on City water and sewer, so the questions are zoning, setbacks, the Historic District and the flood map. Near the water, add the Critical Area: land within 1,000 feet of tidal water or tidal wetlands is usually in it, with a buffer of at least 100 feet from the water and lot-coverage limits, so check the map before you buy. Shoreline lots may also sit in a VE flood zone, where wave action shapes the foundation. A shop bay beside the house counts toward lot coverage, which is why a compact metal building homes layout often fits a city lot better than a sprawling one.
