Cecil County Department of Land Use and Development Services, Permits and Inspections Division
The County's Permits and Inspections Division in Elkton issues building permits through its OpenGov portal and routes each application to the other approving agencies at once. Inside the town limits of Cecilton, Chesapeake City, Charlestown, North East, Perryville or Port Deposit, the town must approve first. Elkton and Rising Sun are not on that list, so ask those towns directly. Work cannot start until the permit is issued.

Cecil County Planning and Zoning Division
The Planning and Zoning Division enforces the County's Zoning Ordinance, which carries the Critical Area, floodplain and historic preservation programs, and it runs the subdivision regulations and agricultural preservation. - The Division of Water and Sewer Planning states that properties it treats as seasonal, by soil type or landscape position, must be tested in the seasonal testing period, and it holds those applications until groundwater monitoring shows the period has begun. On 27 September 2026 its page said the County was outside that period and that staff contact applicants from December.
- Flood maps
- Cecil County's floodplain page says FEMA has mapped special flood hazard areas in the county and that the current flood insurance rate maps took effect on 4 May 2015. The floodplain district rules sit in Article XI, Part III of the County Zoning Ordinance, and the Department of Land Use and Development Services holds elevation certificates and map amendment letters.
