Carroll County Department of Public Works, Permits and Inspections
The County's Permits and Inspections office issues the permit for a new home once the building permit/zoning application and an owner/contractor affidavit are filed; the licensed plumber, electrician and sprinkler contractor then file their own applications. A complete, code-compliant application is normally issued in 10 to 15 business days. Westminster and Mount Airy send applicants here too; inside any town, setbacks come from that town.

Carroll County Department of Planning and Land Management, Zoning Administration Office
Chapter 158 of the County Code holds Carroll's zoning regulations, and the Zoning Administration Office interprets and enforces them and keeps the zoning maps. It works from a parcel's tax map, block and parcel numbers, which appear on the tax bill. Its rural zones include the Agricultural and Conservation districts, which its forms treat separately. It works closely with the Division of Permits and Inspections, and it approves a new home's position on the lot.

A new home on septic needs a septic permit from the Health Department. Where a lot is being created, a surveyor submits a site plan to the Department, an excavator digs the percolation test holes once it approves, and the tests run with a Health Department representative and the surveyor present; the surveyor then returns the plan with the results.

- The County's floodplain rules reach streams FEMA does not map: near one of those, new work must sit more than 10 vertical feet above the top of the bank or come with a floodplain study. Structures are prohibited in the floodplain, the lowest floor must be 2 feet above the 100-year water surface inside or outside it, and new structures are barred in a dam breach inundation area.
