PAI processes building, electrical and plumbing permits for the whole county, and all applications are made online. Its Building Plans Review office checks new plans against the county's building and fire codes. The county has no incorporated towns, so PAI's area runs right up to the city line. On agricultural property, a permit is required for any construction used for habitation.

Zoning Review checks residential building permits against the BCZR. Residential land falls into Density Residential (DR), Resource Conservation (RC) and Residential Office zones, and setbacks for a new house vary with the plat, the development plan and any variance. Ground Water Management enforces the state septic regulations in the county. Since July 2023 it no longer draws septic designs: a new system needs a design by a licensed designer, a site plan, and an application filed by a licensed installer. The septic reserve area must stay clear of buildings, grading and fill, which fixes where a shop goes.

Private water wells Wells: county permit office

The same section oversees private drinking water wells. A new well cannot be put into service until the department issues a Certificate of Potability, after lab tests for bacteria, nitrates, turbidity and sand. After that, testing and upkeep of the well are the owner's job. Well and septic setbacks follow state and county rules.

Preserved farmland
The Department of Planning reports more than 70,000 acres of protected farmland, waterfront, stream valleys and natural land, built up since a first 34-acre easement in 1975. An easement runs with the land and binds later owners; before building a new structure on eased land, the owner reads the Deed of Conservation Easement and contacts the easement holder (read 27 September 2026).

No incorporated towns
The Maryland Manual states that Baltimore County has no incorporated towns or cities. Towson, the county seat, and every other community are unincorporated, so county departments permit and zone every parcel outside the independent city.
